Kelly Harbour

Kelly Harbour (she/her) is Chief People Officer at United Way East Ontario, where she provides executive leadership for people and culture, human resources, and volunteer engagement. She also leads the integration of diversity, equity, and inclusion into all people practices while overseeing organizational planning, policy, and development.

Kelly brings extensive experience in people leadership, organizational development, talent management, and building strong workplace cultures, along with a deep background in the not-for-profit sector in people and culture and volunteerism.

She leads the strategies and operations that support the full employee experience as well as volunteer engagement, aligning people practices with organizational priorities and community impact.

Kelly believes strong organizations are built through trust, care, and meaningful connections between people, purpose, and mission. She leads with both compassion and strategy, creating environments where people feel valued, supported, and empowered, and is passionate about developing leaders and building inclusive, high-performing teams.

With more than 20 years of experience in the nonprofit sector, Kelly has led enterprise people strategies and organizational transformation. Most recently, she was Vice-President, People at Crohn’s and Colitis Canada, where she led human resources, volunteer engagement, and diversity, equity and inclusion. Her earlier experience includes roles with Nishnawbe Gamik Friendship Centre, Volunteer Toronto, and Egale Canada.

Kelly holds a Master of Philanthropy and Nonprofit Leadership from Carleton University and is pursuing her Certified Human Resources Leader designation. Having worked with United Way-funded organizations earlier in her career, she is deeply committed to advancing United Way East Ontario’s mission and impact across the region.
