Jessica Barrow
Partner, Perley-Robertson, Hill & McDougall LLP
Jessica joined the Litigation Group of Perley-Robertson, Hill & McDougall in 2013 following her articles with the firm. While she has accrued experience in a broad range of litigation matters, Jessica primarily focuses her practice on labour and employment, administrative and human rights litigation. Jessica works extensively with the Police Law Group at Perley-Robertson, advising numerous police services across Ontario on a multitude of policing issues. Jessica’s areas of expertise in police law include misconduct prosecutions, officer injury and accommodation, human rights and harassment, privacy and information issues, labour relations and matters relating to operational risk management.
Jessica has appeared before numerous courts and administrative tribunals. She has also provided training on numerous occasions to police services, hearing officers, prosecutors and investigators, as well as other corporate employers relating to various workplace issues. Active in both the legal and local community, Jessica is a member of the Police Legal Advisors Committee to the Ontario Association of Chiefs of Police and the County of Carleton Law Association, as well as a dedicated mentor to law students and young lawyers both within and outside of the firm. Jessica previously sat on the Board of Directors for the Ottawa Coalition to End Violence Against Women and is currently the Chair of the Community Impact Cabinet to United Way Eastern Ontario. Most recently, Jessica was honoured to be selected by the Ottawa Board of Trade and Ottawa Business Journal as one of the 2023 Forty Under 40 recipients.
